Stacey Plaskett serves as the non-voting delegate for the U.S. Virgin Islands' at-large district in the House, now in her sixth term representing Democrats. A former Republican appointed by President George W. Bush to the Justice Department, she switched parties in 2008 and later prosecuted Donald Trump in his second impeachment trial - the first non-voting member to do so.
