House Republicans suffer a stunning defeat as three GOP members-Thomas Massie (KY), Kevin Kiley (CA), and Don Bacon (NE)-join Democrats to sink Speaker Mike Johnson's procedural rule blocking tariff challenge votes, passing 217-214. This revolt ends a prior ban that expired January 31, handing Democrats a shot to force votes this week on resolutions nixing Trump's 25% tariffs on Canadian goods-and possibly others on Mexico, China, and beyond.
