House Republicans delivered a stunning rebuke to President Trump and Speaker Mike Johnson by sinking a procedural rule 217-214 that would have blocked votes on his sweeping tariffs through July. Three principled GOP holdouts-Thomas Massie of Kentucky, Kevin Kiley of California, and Don Bacon of Nebraska-joined Democrats to torpedo the effort, despite seven hours of frantic whipping by leadership and the White House.
