Congress Shuts DHS, but ICE Has Billions to Spare

Congress may have triggered a partial DHS shutdown, but ICE sits on a massive war chest from the Big Beautiful Bill Act, with up to $77 billion available this fiscal year including $4 billion newly allocated and $73 billion in rollovers from last year's $75 billion infusion. This dwarfs budgets for CBP at $78 billion, FBI at $8 billion, and even the Coast Guard at $34 billion, fueling 12,000 new officers and capacity for 116,000 daily detentions.
