James Douglas McMillan, a 33-year-old from Wisconsin, flees a Sierra Blanca Border Patrol checkpoint in a stolen Arizona car after a drug dog alerts, sparking a high-speed chase on I-10 in West Texas. He fires at officers, Texas DPS troopers, and civilian vehicles during the pursuit, forcing law enforcement to return fire.
