Not that it takes much to educate Mensa candidate Rep. Maxine Waters, but this was pretty amusing.
Consumer Financial Protection Bureau director Mick Mulvaney gave Waters a lesson on the separation of powers in government, and the congresswoman responded, not with educated debate or counterarguments, but by cutting him off and shouting “reclaiming my time.”
The California Democrat questioned Mulvaney on why she and her colleagues should have faith that he isn’t trying “to destroy the Consumer Financial Protection Bureau.”
“What do you think those of us who have the responsibility for implementing Dodd-Frank and being public policymakers … why should we think that you’re not there to destroy the Consumer Financial Protection Bureau?” Waters inquired.
Mulvaney instantaneously reminded her that that’s not how things work.
“Actually with respect Congresswoman, I would suggest that I’m the one responsible for implementing Dodd-Frank not you,” he shot back. “You’re responsible for passing legislation and then the executive branch implements it.”
Mulvaney continued explaining things to her, but Waters cut him off after getting embarrassed by shouting “Reclaiming my time.” Presumably, she should use that time to thumb through her pocket guide on ‘Government for Dummies.’

“Let me just say to you that you couldn’t implement a thing unless, first of all, there was legislation that was passed to deal with what you’re doing, and secondly, that we have the responsibility for oversight for your implementation,” the easily befuddled Waters said. “So I want you to understand the relationship.”
That’s um … that’s exactly what he just said.
Waters: We implement Dodd-Frank.
Mulvaney: No, you pass Dodd-Frank, we implement it.
Waters: You can’t implement until we pass.
America: Duh.
The exchange was reminiscent of one Waters had during a House Financial Services Committee hearing this past summer, in which the Democrat kept screeching the same phrase while Treasury Secretary Steve Mnuchin tried to answer her questions.

President Trump recently referred to Waters as “a low I.Q. individual,” a claim she continually verifies each time her mouth opens.
He also suggested she take an IQ test in order to determine the actual number.
“How about that one? Maxine Waters, ‘He must be impeached!’ That’s all she knows how to say, ‘He must be impeached!’ Impeached!” he said.
“What has he done wrong? ‘I don’t know! You got to be impeached!’ … And then I say … I get in trouble for this, ‘She has to immediately, take an IQ test,'” he quipped. “And people go crazy.”
