North Dakota to Allow Concealed Carry Without a Permit – Here’s Why That’s AWESOME

North Dakota is ready to take that whole “shall not be infringed” part of the Second Amendment a lot more seriously than most states.

Anyone who has read the writings of the Founding Fathers is aware that the Second Amendment was hardly intended for hunting – and it wasn’t for small, local militias either, as many wrongly believe. George Mason said in 1788, “I ask, Sir, what is the militia? It is the whole people. To disarm the people is the best and most effectual way to enslave them,” while Richard Henry Lee said in the same year “A militia, when properly formed, are in fact the people themselves …”

No interpretation needed there.

And it’s hardly just protection in the home that we have a constitutional right to. If you’re going to be the victim of a crime, statistically speaking it’s going to happen when you’re out in public, so concealed carry is a necessity for anyone who believes in firearm ownership.

Starting in August, North Dakota residents can carry a concealed handgun without a special permit.

Gov. Doug Burgum signed a bill Thursday that allows people to conceal carry as long as they have had a valid North Dakota driver’s license or state ID card for at least a year.

The new law applies to people only within the state. Residents will still not be able to conceal carry outside of North Dakota without the proper permit.

The bill does not change the places you are allowed to conceal carry like schools and other public buildings.

No law enforcement agencies or groups testified against HB 1169. A representative of the North Dakota Peace Officers Association testified the bill is more enforceable because of the provision restricting it only to North Dakota residents and the requirement that those carrying a concealed weapon must inform a peace officer upon contact.

“I ask legislators and law enforcement officials to closely monitor this new law with a continual focus on public safety,” Burgum said.

But will we need to worry about a bunch of crazies running around with guns? According to the data: hell no.

A report by the Crime Prevention Research Center found that “Among police, firearms violations occur at a rate of 16.5 per 100,000 officers. Among permit holders in Florida and Texas, the rate is only 2.4 per 100,000.10 That is just 1/7th of the rate for police officers. But there’s no need to focus on Texas and Florida — the data are similar in other states.”

And while there are many factors that go into a nation’s murder rate, the increasing prevalence of concealed carry has resulted in just the opposite of an explosion in murders.

From 2007-2015, the number of permit holders soared 190 percent at a time when violent crime dropped 18 percent, and murder rates by 16 percent. And the drop has been mainly in states that liberalized their concealed carry laws, indicating that the guns are responsible for at least part of that drop. The study went on to note that “States that allowed for concealed carry without permits had a 31 percent lower murder rate and 28 percent lower violent crime rate than “the seven jurisdictions with the lowest percentage of permit holders.”

So much for the liberal argument that nobody except police should have guns, as it turns out, there’s a group even more responsible with guns than police.
